On 21st-24th of May 2018, PAMECA V, BMP and OSCE jointly conducted a four day green border evaluation mission along the border between Albania and FYROM. The mission team was composed of three BMP evaluators, led by PAMECA V LTE/IBM and a STE.
Day one consisted in meetings/briefings at the Korça Regional Border and Migration Directorate. Day two was dedicated to site visits in Pogradec Border Police Station, Tushemisht Border Crossing Point (BCP), the radar facility monitoring the Ohrid lake border line, Pogradec/Pika e Molit, BCPs Qafë-Thanë(AL)/Kafasan(FYROM), the police cooperation centre (PCC) Albania-FYROM.
Day three and four consisted in meetings at the Dibra Border and Migration Commissariat, part of Kukës Regional Border and Migration Directorate and site visits in Viçisht BMP Station, Trebisht/Xhepisht Joint BCP and Bllatë BCP and BMP Station which also hosts the Command and Control Room of the Dibra BMP Commissariat.
The mission focussed on the current operational situation, including the situational picture, equipment, human resources, operational environment, risk analysis, threats, gaps and needs.
The findings of the evaluation – focusing mainly on staffing, equipment and implementation of standard procedures – were presented and discussed with the BMP senior management during a debriefing meeting at the BMP Department.
PAMECA V also presented preliminary recommendations on how to address issues observed during the green border evaluation mission. A detailed evaluation report with specific recommendations on each issue will be prepared by the STE and will be submitted to the beneficiary.
