On 26-28 June 2018, PAMECA V delivered a workshop for 26 Chief of Sections of Community Policing (Commissars and Vice Commissars) from Local Police Departments from different cities of Albania and five professors of “Protection and Security”, “Crime Investigation” and “General Training” and “Continuous Training” departments from the Security Academy. This workshop focused on the early prevention of countering violent extremism.
Mr Stephen Stork, Head of Operations – Section 1 at EUD, Mr Carlo D`Achille, Team Leader, Mr Vincent Maillard, PAMECA International Expert, Mr Agron Sojati, National Coordinator of the Countering Violent Extremism at Prime Minister’s Office and Mr Albert Dervishaj, Director of Public Order Directorate at the State Police, delivered the opening remarks, mainly related to the priorities set in the National Strategy on Countering Violent Extremism and the importance of establishing a National consolidated model of Community Policing in Albania. Particularly, the following were highlighted by the panel:
- Community policing and awareness raising in the general public plays an important role and Albania is strengthening its efforts in delivering community policing. In 2017, Albanian government approved the National Strategy on Countering Violent Extremism. An action plan to implementing the national strategy is being finalized by the Albanian concerned institutions.
- The efforts of the institutions against violent extremism should start with involving schools, social workers, municipalities, in cooperation with other police units.
- Community policing should function together with the State Police. The Action Plan 2018 -2020 implementing the Strategy on Countering Violent Extremism is a concrete and tangible work to fight violent extremism in Albania.
During these three-day workshop, PAMECA V engaged two Croatian and a French Short-Term Expert to share the respective experiences and perspectives on Community Policing. Discussions also tackled Preventive work of the Patrol Police, Encouragement and Development of the Crime Prevention System, Course for Contact police officers, how can Community Policing be used in detection and action against violent extremism and radicalization. The Albanian peers presented the Albanian Community Policing Model used by the State Police.
