Following the earthquake of 26 November 2019 and the criminal proceedings already initiated by the Durres Prosecution Office, upon a request of the General Prosecutor, PAMECA V Prosecutor LTE Carmine Pirozzoli identified and mobilised a team of experts with particular experience in the prosecution of such offences from the Prosecution office of Aquila, Italy.
Prosecutors Michele Renzo and Fabio Picuti who were in charge of similar investigations in Aquila, are accompanied in this 2-day mission by Prof. Ing Antonello Salvatori and three Senior Officers of the Italian Police.
Upon arrival, on 20 January 2020 the experts were received by the General Prosecutor Olsian Çela, in a meeting which focused on a general overview of the situation following the earthquake, management and coordination of the activity of judicial police and prosecutors and particular issues like the organizational and technical aspects of such large-scale investigations.
The team of Experts continued its visit to the Durres Prosecution Office where they met with the pool of prosecutors involved in post-earthquake criminal proceedings and visited affected sites. The prosecutors provided advice on the concrete cases being investigated, specifically on qualification of criminal offence and identification of causal link. The Italian and Albanian engineers discussed on their specific roles on the identification of damages and expert acts.
