On 29 January 2020, PAMECA V and DCAF (Geneva Centre for Security Sector Governance) organized a meeting on ‘Risk Analysis and Integrity Planning on Corruption Prone Practices in the Albanian State Police’, with the scope of providing further assistance to the Working Group, composed by members from Albanian State Police (ASP), Ministry of Interior and Ministry of Justice in the completion of the mapping of corruption risks within ASP and the development on an integrity plan.
This workshop followed the training held in October 2019 – when the mentioned Working Group was established to prepare a risk analysis methodology and establish preventive measures and mechanism to fight corruption in ASP, and the training in December 2019 – when the information collected was used to elaborate the mapping of corruption risks in ASP as an initial step for preparation of an integrity plan.
At the opening, Mr Giovanni Pasqua, PAMECA V LTE on Human Resources, and Mr Paulo Costa, Head of Police Program from DCAF, highlighted the importance of this process and saluted the intensive interactivity among all the members of the Working Group. They reiterated the commitment of PAMECA V and DCAF to continue assisting the Working Group in preparing a solid risk analysis and an integrity plan that could serve as model approach for all the Albanian Institutions.
During the workshop, the Working Group members, under the guidance of the PAMECA Expert, Mr Giuseppe Abbatino, and Mr Paulo Costa from DCAF, explained further the mapping of corruption risks and discussed more thoroughly the contents of the future integrity plan for ASP together with the measures to implement it immediately after.
