PAMECA V in corporation with the Prosecution Office against Organized Crime and Corruption (SPAK) organized an online Training of Trainers (ToT) on “The Risks of Corruption Phenomenon in Albanian Law Enforcement Agencies, from an Operational Approach; Magnitude, Impact, Strategies”, on 4 May 2020. The ToT targeted the teaching staff and the Department of Planning and Control, Security Academy, who are the primary actors in disseminating the ethics rules and standards of professional conduct to the new police generations.
The team of experts included a prosecutor from SPAK, who delivered on the legal framework and competencies that SPAK has in the fight against corruption in Albania, and PAMECA V long-term prosecutor expert and long term expert on organized crime with extensive experience in the specialized Police Forces, Anti-mafia Investigation Directorate (DIA). Concrete prosecuted cases of corruption within law enforcement agencies in Italy were presented, addressing the ways corruption phenomenon is manifested within law enforcement agencies, on abuse of power, corruption linked with criminal groups, mechanisms for detecting and preventing corruption within law enforcement agencies and the significant importance of raising awareness about police professionalism, ethics and the principle of ‘leading by example’.
The ToT was finalized with several recommendations regarding ethical conduct, aimed at strengthening the accountability of law enforcement agencies and reinforcing public trust.
