PAMECA V in close cooperation with State Police organized the
introduction and launching ceremony of the Guideline on the Role of ASP
psychologists. This Guideline was prepared by a group of professionals from the
Order of Psychologists who worked closely with State Police and PAMECA Project.
This publication went through a very dynamic process, and it will be a useful
instrument in the hands of State Police psychologists providing a good source
of information to instruct them during their daily work.

This first publication in this area was highly appreciated by Deputy
General Director of State Police, Mr Dervishaj who pointed out that ‘strengthening
the role of ASP psychologists is one of the measures and novelties taken by
State Police in the framework of its reformation and modernization’. During
his remarks Mr. Dervishaj addressed to the primary scope of the Guideline
aiming ‘to give a full dimension of the work that every psychologist in the
police structures must perform as well as to give a concrete approach on the
manner this profession is exercised, limits of competence,
handling of stress or anxiety within the structure, interviewing techniques,
assessment as well as other techniques of handling general psycho-emotional
health issues’.

The President of the Order of
Psychologists thanked State Police and PAMECA Project for making possible the
publication of this document that is just the beginning of a long way ahead to
improve the psychological services at State Police, by enhancing and prioritising
their role.

In the opening remarks, PAMECA V Team Leader, Mr. D’Achille, underlined
the crucial contribution of psychologists pointing out that ‘the role of the
psychologists should be mandatory to a modern police organization able to adapt
to the fast-social changes and to take care of its own human resources.
Psychologists should not only be present to police structures, but they have to
be fully efficient and provide ongoing support to police officers, detainees,
crime victims and above all have an active role during the recruitment of
police officers and their career development’.

Mr. D’Achille reiterated PAMECA V commitment to assist State Police in
further developing initiatives that aim to support and strengthen the role of
ASP psychological services.

Prezantimit i Udhëzuesit mbi Rolin e Psikologëve në Polici

PAMECA V në
bashkëpunim të ngushtë më Policinë e Shtetit organizoi ceremoninë e prezantimit
të Udhëzuesit mbi Rolin e Psikologëve në Polici. Ky Udhëzues u përgatit nga një
grup ekspertësh të Urdhrit të Psikologut të cilët punuar ngushtësisht me
Projektin PAMECA V. Ky publikim ka kaluar përmes një procesi dinamik, dhe do të
jetë një instrument i dobishëm në duart e psikologëve të Policisë së Shtetit
duke u mundësuar një burim informacioni të vlefshëm që do i udhëzojë ato në punën e tyre
të përditshme.

Ky publikim i parë në këtë fushë u vlerësua edhe nga zv. Drejtori i
Përgjithshëm i Policisë së Shtetit, z. Dervishaj i cili theksoi që ‘forcimi
i rolit të psikologut në Policinë e Shtetit është një nga masat dhe risitë e
ndërmarra në kuadër të reformimit dhe modernizimit të Policisë’. Gjatë
fjalës së tij përshëndetëse z. Dervishaj theksoi qëllimin kryesor të Udhëzuesit
i cili synon ‘të japë një
dimension të plotë për punën, që çdo psikolog duhet të kryejë në strukturat e
policisë, si dhe të japë një qasje konkrete mbi mënyrën e ushtrimit të
profesionit, kufijve të kompetencave, mënyrën e trajtimit të elementeve të
tillë si: stresi e ankthi brenda strukturës, mënyrën e intervistimit,
vlerësimit, si dhe teknika të trajtimit të problemeve të shëndetit
psiko-emocional në tërësi.’.

Presidenti i
Urdhrit të Psikologut falenderoi Policinë e Shtetit dhe Projektin PAMECA V që
bënë të mundur publikimin e këtij dokumenti i cili sënon vetëm fillimin e një
rrugëtimi të gjatë për përmirësimin e shërbimit të psikologut në Policinë e
Shtetit, duke nxitur dhe nxjerrë në pah rolin e tyre.

Në fjalën e
tij përshendetëse, Drejtuesi i Projektit PAMECA V, z. Carlo D’Achille theksoi
kontributin thelbësor të psikologëve pduke nënvizuar që ‘roli i psikologëve
duhet të jetë i detyrueshëm në një polici moderne në mënyrë që të përshtatet me
ndryshimet e shpejta sociale dhe të kujdeset për burimet e veta njerëzore.
Psikologët nuk duhet vetëm të jenë të pranishëm në strukturat e policisë, por
ato duhet të jenë eficientë dhe t’í mundësojnë suport të vazhdueshëm oficerëve
të policisë, të arrestuarve, viktimave të krimit dhe mbi të gjitha të kenë një
rol aktiv në rekrutimin e oficerëve të rinj të policisë dhe gjatë zhvillimit të
karrierës së tyre profesionale’.

Z. D’Achille ritheksoi angazhimin e Projektit PAMECA V për të asistuar Policinë e Shtetit në zhvillimin e iniciativave të mëtejshme që synojnë mbështetjen dhe forcimin e shërbimit të psikologut në organizatën e Policisë.
