The main goal of this component is to develop capacities of the key national agencies involved in the fight against terrorism. Straightforward assistance will be provided to the Anti-Terrorism Directorate at Albanian State Police in preventing and investigating crimes related to terrorism. The Anti-Terrorism Directorate at ASP was established in October 2014 and has 4 regional Directorates that will be technically assisted by PAMECA V as well.

Key activities of this Component include support to develop and implement the strategic framework, assessment of legal/institutional framework & capacities against the background of EU/international instruments, support to develop new special investigative techniques, collection of evidence and improving international cooperation in the fight against terrorism.
