A team of four Inter-institutional Maritime Operational Centre (IMOC) officials, accompanied by PAMECA V, conducted a two-day study visit to the Maritime Safety and Security Centre (MSZ) in Cuxhaven, Germany, on 17-18 April 2018. The visit was organised by PAMECA V and gave to the IMOC team the opportunity to observe MSZ’s organisational/operational standards and good practices. The participants were introduced with the German experience in blue border surveillance and had the opportunity to discuss further cooperation in maritime safety and security matters between IMOC and MSZ.
In the first day of the visit the participants learned about the institutions participating to the MSZ, their areas of responsibility and the daily activities of the centre. In addition, they were briefed on inter-institutional cooperation and collaboration, the information exchange model, as well as the databases used and shared among the MSZ members. Moreover, the participants were presented with the risk analysis model and the methodology and strategies used to conduct it.
The second day focused on the operational aspects of MSZ’s activities and included a boat tour in the North Sea, on board of a German Coast Guard (Küstenwache) ship. The participants had the opportunity to observe the operational procedures for search and rescue operations and the communication channels used as well as to learn about MSZ fleet and operational equipment used at sea.
The organisation of the activities by the MSZ as well as their content were highly appreciated by the IMOC team and PAMECA V. The visitors and the hosts considered this study-visit to be very helpful in terms of knowledge sharing and international cooperation between IMOC and MSZ.
