PAMECA IV holds its 2nd Stake Holders Committee Meeting

On 19 June 2014, PAMECA IV held its Second Stakeholders’Committee co-chaired by PAMECA IV Team Leader, Mr Butini, the Representative of the General Prosecutor’s Office, Mr Binaj and Representative of the General Directorate of the Albanian State Police, Mr Mema. The SC is the steering body of the project in charge of verifying the achievement of the outputs and results and discussing actions to be undertaken, approving the semi-annual work plans as well as recommending and approving modifications to the progress of the project and the work plan.

Mr Butini gave an overview of the activities of the Project in all its five intervention areas as per WP of Semester 1, highlighting the main achievements as well as the main deterring factors to the conduct of the activities, which were not many and were for the most part coped with and overcome. Not only were all the planned activities carried out as planned, but PAMECA IV had to carry out additional activities in order to respond appropriately to the new priorities, policies and strategies set by the new government and the new ASP leadership/management team, especially assisting the working groups charged with drafting a new legal package set up by the order of the MoIA for the ASP reform. Such activities were formalised in Feb 2014 by adding a new component through an addendum to the contract, financially covered by the contingency fund, component 6, Strategic and Advisory Support to the MoIA and ASP.

All the activities planned for the first semester of the life of the project have been almost completely carried out and done so successfully. The excellent work of the project was acknowledged by the project manager of PAMECA IV Mr Repici, the representatives of the two main beneficiaries who commended the work of the PAMECA IV team not only for successfully carrying out the planned activities but also by responding in a timely manner and with high quality to the specific and ad-hoc requests by both the EUD and the two main beneficiaries, the ASP and the GPO. The two main international partners involved in police assistance to Albania, ICITAP and OSCE highly praised the work and cooperation of PAMECA IV.

The second Stakeholders’ Committee Meeting approved the Work Plan for the second semester March 2014 – September 2014 without discussions since following the work philosophy of PAMECA IV, all planned actives have well in advance been consulted and agreed with the beneficiaries.

The next Stakeholders’ Committee Meeting is tentatively scheduled to take place in September 2014.
