PAMECA organized from 14. – 18. September 2015 a seminar about risk management, risk analysis and data collection, where selected representatives from the local, regional and central level took part in. The global objective of the assignment was to familiarize the participants with the general needs for appropriate risk management and with different models, in specific the EU-example of the FRONTEX CIRAM 2.0 and to start to interactively elaborate and Albanian model for embedded risk management to be, after agreement, then used in practice.
As an already implemented example, information on the Austrian Analysis Model GAF (focusing mainly on asylum and migration issues) was delivered and discussed. In this context the participants were provided with information on the structure, the content, the methodology of analysis and the overall information exchange network on national and international level (partners and stakeholders were explained).
The desired overall impact was to enable the BMP to improve through discussions and in several group works in the collection, analyses and evaluation of data and to facilitate proactive planning of human resources and operations.
The main observations of the workshop were that the foreseen organizational set up (posts for experts on risk analysis) was positive, as it will help further developing and fostering specialized analysis and proper information-flow up- and downward. Nevertheless, to achieve the goal, improvements need to be made in relation to the training for risk analysis, the procedures for information exchange and in intraservice and interagency cooperation
The workshop was closed with the suggestion for a follow-up activity to interactively elaborate a streamlined set of reporting models. These models should then be implemented on local, regional and central level and fully establish those coherent and proper reporting tools (reports, schedules, reporting lines).
