The Albanian State Police are conducting an initiative to enable mid-ranking policewomen to take on operational command roles for the first time. In response to the ASP request to support them in this initiative, identified training needs by the beneficiary and in line with its mandate and agreed activities under component 1 of the project, PAMECA IV together with ICITAP supported this ASP initiative by recruiting an STE who designed and delivered a 5 days training course on leadership skills to contribute to strengthening policewomen’s leadership skills and advocacy aiming to enable mid-ranking policewomen to take on operational command roles for the first time.
This training week is part of a broader training, mentoring and experiential learning program to be developed in the coming months.
The training covered among others the issue of Leadership and Motivation explored in the context of operational command and a recognition of the different leadership styles adopted by men and women in different circumstances, in particular with reference to Albania culture; Strategy and Delegation with the aim of increasing the participants’ confidence about their ability to take responsibility and exercise command but also recognize the limitations that may be expected of them; Managing Situations and Decision Making particularly of an operational nature but also in relation to administration and personnel in the operational environment; Critical Incident Management to include the immediate response and subsequent phases and gives consideration to personnel issues concerned with extended tours of duty under extreme pressure.
The participants’ feedback on further related trainings was that they would benefit from further knowledge and skills focused on, among others: more detailed and specified operational management; communication with the media and with the community; operational survival training course; responding to personal conflicts; how to gain advantage in a male tactical environment; specific examples; visiting and sharing experiences with a police organization of another (neighbouring) country.
The training course was attended by 6 police women with the ranks of commissar, chief commissar and vice commissar. The overall assessment of the training was that it was useful and effective and all the topics discussed and new things learnt were relevant and applicable to their work.
