PAMECA V, within Component 5 of the Project on Human Resources Management, organised a two-day study visit regarding “Standard Operational Procedures on crowd management:
Planning and managing public order for major and special events” which took place during 26-29 June in Rome, Italy.
The project supported the participation of a delegation composed of four high level representatives of ASP: Leader Albert DERVISHAJ, Director of Public Order Directorate, Department of Public Security; Leader Hasan AHMETAJ, Chief of Sector on Operational Planning, Directorate of Operational Mobile Forces, Department of Public Security; Leader, Dhimitraq ZIU, Deputy Director on Public Security, Tirana LPD and Chief Commissar Lorenc SHEHU, Commander of Rapid Intervention Unit, Directorate of Operational Mobile Forces, Department of Public Security.
In Rome, the ASP delegation had several meetings, presentations and visits with the Italian counterpart, representatives of Public Order Office at the Public Security Department, Central Directorate of Criminal Police – International Police Cooperation, General Directorate of Police Prevention – Service of General Information, Reparto Mobile and Center of Information on Public Order Protection at the Institute of Inspectors in Nettuno (RM).
The ASP delegation had the opportunity to see the experience of their counterparts in preparing and implementing the plan of operational actions while managing public events and were introduced to new operational techniques. Meanwhile, ASP representatives introduced their experience, obstacles and future expectations, while fulfilling their duties in maintaining public order.
The Study Visit served to exchange views and practical experience between Italian and Albanian colleagues followed by a highly professional and interactive technical discussion.
