In the framework of Component 3 of the project’s Workplan-dedicated to human rights, Activity 3.2 ‘Support to improve detention conditions in Police Commissariats, in line with international and EU standards’ PAMECA IV is supporting the European Institute of Tirana (EIT) – an Albanian NGO active in the area of human rights- in preparing and delivering training to ASP relevant personnel on the rights of persons accompanied, detained or arrested by police. Ten training sessions are scheduled to take place in eight Regional Police Directorates from July 2014 to January 2015, with two pilot sessions to be held in Tirana from 31 July to 1 August and in Durres from 5-6 August 2014. In support of EIT, PAMECA IV has recruited and deployed a local Senior Short Term Expert to deliver the training together with two other experts from the EIT
The first pilot training is already held in the Police Development Centre, in Tirana with the participation of 15 police officers from Tirana Regional Police Directorate. While the training was based on a dedicated manual prepared by the EIT, the PAMECA IV STE delivered the training from a comparative perspective. The Albanian legislation’s standards for protection and fulfilment of fundamental rights of persons deprived of their liberty in police custody were presented against the background of the EU Acquis and best practices. In addition the STE developed and conducted practical exercises modelled on Fundamental Rights Agency’s (FRA) training materials. PAMECA IV will continue the deployment of STE to the remaining training sessions according to the schedule agreed between the ASP and the EIT.
