On 28-29 June 2018 PAMECA V held the second round of the training on the Role of Judge and Prosecutor of Preliminary Hearing. The organization of this training was done in collaboration with the School of Magistrates. The second round of this training was necessary as the Albanian judges and prosecutors need to get acquainted with the new rules on preliminary hearing as a new procedural institution/phase introduced for the first time in Criminal Procedure Code, and to deepen the professional knowledge on the relation between the prosecutor and judicial police in the course of preliminary investigations. Albanian courts are organised to make room for the functioning of new judge of preliminary hearing vested with the competence to guaranty the control of the activity of the prosecutor during the phase of preliminary investigations. Two Italian experts were invited by PAMECA to share the best international practices with 50 Albanian judges and prosecutors invited from the General Prosecution Office, Serious Crimes Court, other Prosecution Offices and District Courts. During the two-day workshop the judges and prosecutors had the opportunity to discuss and exchange their experience on concrete cases from their daily work, more specifically cases when Albanian magistrates encountered difficulties in the day to day practice.
