Fourth round of Regional Training on narcotics was delivered in Vlora, with the participation

of prosecutors and judicial police officers from Vlora, Saranda, Gjirokater, Fier, Berat, Lushnje.

PAMECA V organized such training for district prosecutors and JPOS as a preparation for their future competence. Besides international experts, the Project involved prosecutors from the Serious Crimes Prosecution Office who have a long experience in the investigation of such cases.

When SPAK will be operational, it will handle only cases of trafficking committed by structured criminal groups and organized crime, while the district prosecution offices shall deal with the investigation of simple cases.

Just as in Shkoder, Tirana and Korça, this training aimed to clarify the distinction amongst trafficking of narcotics committed in complicity in a simple or complex form.  Theoretical introductions and presentations of practical cases, triggered the involvement of participants in discussions mainly related to: definition of the role of each member of the criminal organization, importance of good quality procedural acts, use of bilateral agreements with other countries and joint investigative teams, hints of a complex case which needs to be forwarded to SPAK, transcription of interception and the need for JPOs not to make evaluations or deductions, the high relevance of the coordinated work between judicial police officers and the prosecutor.
