1ST STAKEHOLDERS COMMITTEE MEETING OF PAMECA V PROJECT

Consolidation of Law Enforcement Agencies – Support to MIA, ASP and Prosecutor Offices (PAMECA V) is one of the key European Union funded projects, providing technical assistance and support to Albanian Law Enforcement Agencies, in particular Albanian State Police and Prosecutor Offices, to achieve their objectives and to align their performance closer to the required EU standards in the area of Justice, Freedom and Security.

This was the 1st Stakeholders Committee Meeting for PAMECA V, co-chaired by PAMECA V Team Leader, Mr. Carlo D’Achille; Deputy Minister of Interior, Ms. Rovena Voda; Executive Director of ASP, Mr. Haki Çako and the representative of General Prosecution Office, Mr. Kostaq Beluri. The Meeting was attended by the main beneficiaries of PAMECA V, EU Delegation to Albania, representatives of Embassies of the Consortium Countries Italy, France and Austria, Albanian institutions, other projects in the area of Justice, Freedom and Security (JFS) and other relevant stakeholders.

The Stakeholders Committee is the driving body in charge of verifying and approving the work plan, proposing actions to be further taken; delivery of proper inputs, approving the semi-annual work plans and respective reports, as well as recommending and approving amendments to the overall progress of project activities.

Mr. D’Achille presented an overview of PAMECA V inception phase focusing in the five main areas of intervention which include fight against corruption and organized crime, counter- terrorism, integrated border management, strategic planning and coordination capacities of direct beneficiaries and organization of human resources, logistic and budgeting.

An introduction of the 1st Work Plan covering the period of time August 2017 until January 2018 was presented to the stakeholders, including some of the main activities performed until now, mainly focusing on the advisory support provided to ASP in the fight against cultivation and trafficking of cannabis; finalization of a Peer Review of 25 organized crime and corruption cases as part of DG NEAR initiative; on site visits in several BCPs monitoring the implementation of EU border and migration management policies; advisory and support provided to the Ministry of Interior on the priority policy document in the field of Public Order and Security and on Chapter 24 Justice, Freedom and Security.

Some deterring factors affecting the smooth implementation of PAMECA V activities were addressed during the Stakeholders Committee Meeting, mainly related to human resources and the frequent personnel turnover.

Specific needs in term of meeting the objectives of the main Law Enforcement Agencies were addressed by the representatives of State Police and Prosecution Office, aiming to improve their work performance and institutional sustainability. The importance of implementing the justice reform legal package along with the establishment of the new respective institutions, pointed out the need for further dedicated training sessions to prosecutors and police officers.

An efficient implementation of PAMECA V activities is ensured by combining a strategic and operational approach with thematic workshops and training sessions.

Representatives of MoI, ASP, GPO and European Delegation to Albania addressed their positive comments and suggestions with regard to project’s current work and future planned activities.

The Project Stakeholders Committee shall meet every six months thereafter.
