Conference on the Challenges of the General Prosecution Office in Light of the Justice Reform
On the 3rd of March 2020, PAMECA V provided its support to the General Prosecutor’s Office by co-organizing a High-Level Conference that focused the main challenges of this institution during the implementation of the Justice Reform. This conference brought together Albanian Institutions of the Justice System, representatives of the Diplomatic services and international community in the country focusing the Rule of Law.
During his speech, the General Prosecutor of Albania Mr. Olsian ÇELA, highlighted some of the issues and 5 key institutional priorities that need improvement regarding the functioning of the GPO.
Distinguished EU Ambassador H.E.Mr. Soreca, USA Ambassador H.E.Mrs Kim and OSCE Ambassador H.E.Mr Borchardt, congratulated this initiative and assured the Prosecutor General, Mr. Çela for the international support. Mr Soreca stated that the European Union will continue to support justice reform through PAMECA V, EURALIUS V and upcoming technical assistance in the field of Financial Investigations. In addition, the EU has allocated 34 million € to support the Justice Reform`s efficiency and sustainability. Moreover, Ms Kim, USA Ambassador and Mr Borchardt expressed their willingness to continue supporting the Justice system and the GPO through their respective fields of Assistance such as, USA OPDAT mission in Albania and OSCE collaboration with the Faculty of Law to introduce a distinguished master’s program in Criminal Justice.
The three ambassadors congratulated the participants on the results achieved by the implementation of the Justice Reform, emphasized that the coordination, proper communication and non-isolation of the independent justice institutions would improve the latter’s work towards the common goal of further developing the criminal justice. In addition, the international community called for better justice, progress towards EU integration, for increasing citizens’ confidence in sustainable outcomes, precisely one of the country’s most important reforms, being that the Justice Reform.
The Minister of Justice Ms. Gjonaj, the Chairman of the HPC Mr. Ibrahimi, and the Head of SPAK, Mr Kraja highly evaluated the progress of the implementation of the Justice Reform, stressing the fact that the implementation of the Rule of Law, enhanced effectiveness of investigations are the primary tasks of the General prosecution Office and District Prosecution Offices in the country.
The speakers of this event thanked PAMECA V Project for co-organizing this High-Level Conference, to present the challenges, needs and key objectives of the GPO related to its better functioning and its capacity building.
This Conference was then followed by a narrower technical roundtable to discuss in detail the institutional priorities and the current needs for support from PAMECA V and the international community. Mr. Carmine Pirozzoli, PAMECA V Organized Crime Expert assured for a closer support and cooperation to enable the fulfillment of the institutional needs of the GPO, being those in terms of HRM, Effectiveness of Investigations, Monitoring and Statistics.
