In the framework of PAMECA IV Work Plan and in particular of Activity 2.1, which provides support to further enhance the investigation capacity of ASP and GPO in the fight against organized crime, PAMECA IV organised the Workshop on “Introducing best EU experience on setting up and organising proactive investigations on drug trafficking committed by criminal organisations”.
The Workshop was held on 20th of April 2016, at the premises of School of Magistrates with the participation of 14 prosecutors, mainly from Serious Crime Prosecution Office and from several District Prosecution Offices; 5 Judges of First Instance Court for Serious Crimes, and 10 judicial police officers of the Sector on Narcotics, both at central and regional level. One Italian prosecutor, respectively Mr. Armando D’ Alterio, Chief of the Anti-Mafia Prosecution Office in Campobasso, introduced the proactive approaches to dismantle criminal organisations. Concrete cases and operations on drug trafficking were introduced to the audience, including a detailed description of the Albanian criminality and peculiarities involved in drug trafficking in Italy and Europe as well.
Mr. Olsian Çela, Prosecutor of Serious Crime Prosecution Office and Mr. Dede Gjoka, Specialist at Sector on Investigation of Narcotics at Albanian State Police, introduced concrete cases, identifying specific issues and problems they face on daily basis. The representative of SCPO and ASP highlighted the importance of an operational institutional collaboration, aiming to investigate and prosecute cases successfully.
The Workshop served to exchange views and practical experience with Albanian counterparts on setting up and organising proactive investigation on drug trafficking, followed by a professional and interactive technical discussion.
