Effective Responses to Emigration of Unaccompanied Minors from Albania towards the European Union Member States

On 15 October PAMECA IV organized – together with IOM and under the auspices of the current Italian Presidency of the Council of the European Union, the Delegation of the European Commission in Albania, the Ministry of Internal Affairs and the Ministry for Social Welfare and Youth – a workshop to initiate a dialogue among the Albanian authorities, EU Member States and other actors on how to find effective responses to the phenomenon of emigration of unaccompanied minors.

Further participants came from different EU-embassies, international organizations (UNHCR, UNODC, OSCE) and the civil society.

After introductory statements and welcome addresses, which already showed the commitment of the individual authorities to improve the situation and the need for a holistic approach, the workshop was opened with a generic overview on UAMs migration in the European Union and the approach taken by the EU.

The presentation of a general situational picture was then followed by the presentation of the situation in two different EU-MS, namely Germany and the United Kingdom and of studies conducted on this issue in Greece and Italy.

Concluding the part on the presentations, IOM, the State Social Service and the Department for Border and migration within the Albanian State Police then presented the legal and institutional framework and responses found so far towards the question of emigration of UAMs.

In a second part a lively discussion arouse on how to improve, enhance and further foster the approach taken so far. After several contributions, it was concluded that indeed an improved holistic approach is needed and comprehensive measures need to be developed in the field of identification, prevention, reception and protection. There is an urgent need to better liaise on international level with countries of transit and destination, to improve and formalize information-exchange at all levels and to work in the institutional framework as well as in awareness raising.

The conclusions will now be formulated in writing, then made available to all participants for commenting and finally forwarded to the responsible authorities to contribute to the development of efficient responses and comprehensive and durable solutions.
